Recreating the social capillaries of the state: a framework for sensemaking to the future participatory governance of the Islamic Republic of Iran (With an emphasis on employment)

Abstract

The aim of this research is to provide a framework for laying the groundwork for the recreation of the government's social capillaries for the productive and effective role of the people in participatory governance for the future of the Islamic Republic of Iran. This research used two types of documentary-library and field data and used an analytical-descriptive approach for documentary-library data and a qualitative research method/in-depth interview with experts for field data. Based on the conceptual framework of the research, the domains of the recreation of the government's micro-social capillaries were obtained based on interviews with experts in 4 domains: 1. Recreating the government's social capillaries in the domain of realism; the domain of structural and institutional reforms. 2. Recreating the government's social capillaries in the domain of agency realism; the domain of creating new absorption platforms. 3. Recreating the government's social capillaries in the domain of agency constructivism; narrative. 4. The domain of the recreation of the government's social capillaries in the domain of discursive constructivism. The reconstruction of the social capillaries of the state in the governance structure is ontologically diverse. In the face of this intertwined reality, it is necessary to apply a consistent approach based on the topology in each domain naturally. The proposed framework for foresight included two domains: realism and constructivism. In the domain of realism, there were two domains: structural and agency, and in the domain of constructivism, there were two domains: agency and discursive constructivism. To reconstruct the social capillaries of the state, in the domain of structural realism, the issue of structural and institutional reforms was raised, and in the domain of agency realism, the absorption platforms for changing the playing field were referred to. In the domain of discursive constructivism, it is necessary to marginalize the divergent political economy discourse.
