طراحی مدل ارتقای عملکرد سازمانی مبتنی بر استراتژی نوآورانه، ظرفیت‌ها و سرمایه انسانی (مورد مطالعه : سازمان بنادر و دریانوری کشور)

چکیده

مقاله حاضر با هدف طراحی مدل ارتقای عملکرد سازمانی مبتنی بر استراتژی نوآورانه، ظرفیت‌ها و سرمایه انسانی در سازمان بنادر و دریانوری کشور انجام شده است. این مطالعه از نظر هدف کاربردی-توسعه‌ای، از نظر روش و بازه زمانی گردآوری داده‌ها، یک پژوهش پیمایش مقطعی است. در راستای این هدف از طرح پژوهش آمیخته اکتشافی استفاده شد. جامعه مشارکت‌کنندگان در بخش کیفی را مدیران ارشد سازمان بنادر و دریانوردی کشور تشکیل می‌دهند. نمونه‌گیری با روش هدفمند صورت گرفت و با 12 مصاحبه اشباع نظری حاصل شد. جامعه آماری در بخش کیفی را مدیران و کارشناسان سازمان مذکور تشکیل می‌دهند. حجم نمونه با فرمول کوکران 360 نفر برآورد گردید. ابزار گردآوری داده‌ها، مصاحبه نیمه‌ساختاریافته، پرسشنامه ISM و پرسشنامه محقق‌ساخته بود که با روش روایی سازه، روایی همگرا و روایی واگرا اعتبارسنجی گردید. با استفاده از آلفای کرونباخ و پایایی ترکیبی نیز قابلیت اعتماد پرسشنامه مطلوب ارزیابی شد. برای شناسایی ابعاد و مولفه‌های طراحی مدل ارتقای عملکرد سازمانی مبتنی استراتژی نوآورانه، ظرفیت‌ها و سرمایه انسانی از روش تحلیل کیفی مضمون، تعیین روابط عناصر از روش مدلسازی ساختاری-تفسیری و اعتبارسنجی از روش حداقل مربعات جزئی استفاده شد. یافته‌ها نشان داد ظرفیت‌های سخت‌افزاری و نرم‌افزاری بر سرمایه دانش، سرمایه تخصص و سرمایه مهارت تاثیر دارند. سرمایه‌های مذکور نیز بر دیده‌بانی اثر گذاشته و به نوآوری خدمات و نوآوری فرایندی منجر می‌شوند. مولفه‌های مذکور به نوآوری سازمانی منجر شده و نوآوری سازمانی نیز بر عملکرد وظیفه‌ای، عملکرد انسانی، عملکرد نوآورانه و عملکرد کیفی تاثیر می‌گذارد. در نهایت مولفه‌های مذکور به ارتقای عملکرد سازمانی منجر می‌شوند.

چکیده [English]

The present article is designed with the aim of designing a model for improving organizational performance based on innovative strategy, capacities and human capital in the port and maritime organization of the country. This study is a cross-sectional survey research in terms of its practical-developmental purpose, in terms of the method and time frame of data collection. In line with this goal, an exploratory mixed research design was used. The community of participants in the quality section is made up of the senior managers of the Ports and Maritime Organization of the country. Sampling was done with a purposeful method and theoretical saturation was achieved with 12 interviews. The statistical community in the qualitative section is made up of managers and experts of the mentioned organization. The sample size was estimated to be 360 people using Cochran's formula. The data collection tools were semi-structured interview, ISM questionnaire and researcher-made questionnaire, which were validated by construct validity, convergent validity and divergent validity methods. Using Cronbach's alpha and composite reliability, the reliability of the questionnaire was also evaluated. In order to identify the dimensions and design components of the organizational performance improvement model based on innovative strategy, capacities and human capital, qualitative thematic analysis method was used, element relationships were determined using structural-interpretive modeling method, and partial least squares method was used for validation. The findings showed that hardware and software capacities have an effect on knowledge capital, expertise capital and skill capital. The aforementioned funds also affect surveillance and lead to service innovation and process innovation. The mentioned components lead to organizational innovation and organizational innovation also affects task performance, human performance, innovative performance and quality performance. Finally, the mentioned components lead to the improvement of organizational performance.
