"Governance" is the process of policy making, implementing rules, reviewing, monitoring and clarifying feedback by exercising legitimate power and in order to achieve commonality for all actors and stakeholders in the framework of values and norms in the environment of an organization or a country. Many researches have focused on "good governance" provided by the World Bank by introducing various governance indicators that are dominated by inadequacies. The plan to develop governance models independent of the value of the Islamic Revolution cannot be a guide for various organizations to achieve the great goal of the Islamic Revolution, which is the new Islamic civilization. For this purpose and considering the importance of the "Statement of the Second Phase of the Islamic Revolution" in portraying the modern Islamic civilization and providing a road map to achieve this goal, the governance indicators are much higher than the statements of the Supreme Leader, centered on the text of this text. In this research, by using the qualitative methods meta-synthesis and expert panel, the opinions of the leadership in relation to the characteristics of good governance have been investigated. Accordingly, the mentioned indicators in seven categories are: monotheism, jihadi management, social participation and solidarity, spiritual excellence alongside material well-being, national security and sovereignty, Islamic lifestyle, and civilization, and each of them has its own indicators.
