This article examines the long-standing relationship between the Qom and Najaf seminaries as the main centers of Shia thought production and analyzes the geopolitical impacts of the two on the future of Shia jurisprudence. Using a comparative-analytical approach, this research explores three key areas of distinction between the two seminaries: differences in methods of jurisprudential deduction (the Usuli and custom-oriented school of Qom versus the text-based and document-focused school of Najaf), the extent and nature of attention to the concept of government in the jurisprudential system, and patterns of interaction with the political arena. The research findings indicate that these fundamental differences have led to the formation of two distinct paradigms: "political Shiism" in Qom and "civil or traditional Shiism" in Najaf. The article provides an in-depth analysis of the factors influencing the future of this competition, including the role of different geographical-political environments (the experience of religious government in Iran versus the multi-sectarian atmosphere of Iraq), the role of influential figures such as Imam Khomeini and Ayatollah Khoei in shaping this dichotomy, and the exploitation of this confrontation by foreign actors to promote the Najaf model as an alternative to the Qom model. The main conclusion of the article shows that the geopolitical future of Shia jurisprudence will be determined not by the elimination of one model by the other, but by the interaction and effectiveness of each of these two models in responding to the challenges of the Shia world. The success of each model depends on its ability to provide practical solutions to the political, social, and economic problems of the Shia community, as well as how it interacts with the requirements of the modern world.
